Firm snags former diplomat and healthcare executive to lead its government relations team

BEIJING — Burson-Marsteller China today announced the appointment of Jane Zhang as Director of its Government Relations and Public Policy Consulting group (GR & PPC). Zhang joins the firm from Pfizer China, where she led the company’s Strategic Policy and Business Excellence functions. She will be based in Beijing and will report to Burson-Marsteller China CEO and Market Leader Chris Deri.

“Jane’s background is an impressive mix of public and private sector experience,” said Deri. “As a diplomat in China’s Ministry of Foreign Affairs, Jane served on the front line of China’s own international relations and major historical events. She has also counseled multi-national corporations on their entry and growth strategies for China. Jane has first-hand experience with senior government leaders in China and a deep understanding of how companies can best work with China’s national and local policy makers to accomplish their goals.”

Zhang will lead and grow Burson-Marsteller’s experienced team of government relations and public policy specialists who work with clients to develop evidence-based government relations strategies, to understand public policy trends and to execute integrated communications campaigns. Zhang’s team is comprised of former government officials, communications experts and consultants with backgrounds in various industries.
“I am excited to join Burson-Marsteller China’s talented Government Relations and Public Policy team,” said Zhang. “In today’s complex and competitive business environment, the ability to align business strategy with the overall government agenda is a differentiator for leading market players. Companies in China require a deep understanding of the policy trends and effective communications with key public stakeholders that go beyond just personal relationships.”

Jane began her diplomatic career as the principal aide to the Chinese Foreign Ministry spokesman. In 1997, she played an important role in the historic ceremony marking Hong Kong’s return to China, and served as the press official of the Foreign Ministry Commissioner’s Office in Hong Kong. In this role, she designed and executed the Office’s communications plan around the “One Country, Two Systems” policy. In 2003, she co-founded and led Tiger International Group, which specialized in providing China market entry and business development consulting services to U.S. companies and organizations. Zhang joined Pfizer China in 2008 and has held several leadership roles within the company. As head of Strategic Policy, Zhang built and led the team to analyze China’s healthcare reform and develop Pfizer’s position on reimbursement, pricing, intellectual property rights and international trade.

Zhang holds a Master of Arts in English Language and Literature from Xiamen University and a Master of Public Affairs from Princeton University’s Woodrow Wilson School of Public and International Affairs.
